I am unacquainted with the languages generally used and I am unable to express a personal opinion; but I have heard complaints on the subject, especially with respect to the interpretation of Chinese and Spanish. This I am not surprised at, as in most of the Crown Colonies where there is a mixed population, one of the most difficult questions that arises is how to obtain thoroughly honest Interpreters with a competent knowledge of English. In none of the Colonies that I am aware of has such attempt been made to deal with this question on general principles, except in British Guiana and I think to some extent in Ceylon.

If any workable scheme could be devised which would secure a succession of thoroughly honest and efficient Interpreters (especially in the Chinese and Portuguese languages) in one court, it would, I am sure, be of great benefit to the whole community.
